The error that you are seeing is issued very early in the setup process. That tells me that the most likely causes are:
- the SQL Server is not started;
- the account that you use does not have permissions to run SQL queries;
- the SQL server runs on an instance other than the default instance.
The full error message is something like:
Error querying the SQL Server version.
Please make sure that SQL Server is started on the localhost.
Take a look in the file indicated by the error message ("C:\Users\<UserName>\AppData\Local\Temp\TST_SqlOutput.txt" in this example) and it will give you some more indications of what went wrong.
